BEd Vs DElEd: Supreme Court lifts ban on counseling of BEd people in teacher recruitment

B.Ed candidates have got immediate relief in the recruitment of 6500 posts of Assistant Teachers in Chhattisgarh. The Supreme Court has lifted the ban imposed by the High Court on the counseling of BEd candidates and issuance of the final selection list for the recruitment of assistant teachers. Reversing the High Court’s decision, the Supreme Court said that it is not appropriate to create hurdles in the recruitment process at this stage. However, a bench of Justice AS Bopanna and Justice Prashant Kumar Mishra made it clear that appointments made under this process would be subject to the High Court’s decision on the petition.

Let us tell you that an advertisement was released for the recruitment of about 6500 assistant teachers in Chhattisgarh in the month of May. B.Ed and D.Ed were made mandatory qualifications for the posts of Assistant Teachers. The exam was held on June 10. But after this some D.Ed candidates filed a petition in the High Court seeking exclusion of B.Ed candidates from this recruitment. He said in the application that the D.Ed course provides special training to teach primary school children. While the B.Ed course provides training to teach large classes. Inclusion of B.Ed candidates in the recruitment of small class teachers will adversely affect the quality of education.

The Supreme Court has also recently ruled that only BTC (D.El.D.) diploma holders will be eligible to teach elementary classes. B.Ed candidates cannot apply in Level-1 (Class 1 to 5). The bench also set aside the gazette notification of NCTE (National Council for Teacher Education) declaring B.Ed degree holders eligible for recruitment of level-1 teachers. This NCTE notification said that if the B.Ed degree holders pass Level-I, they will have to undergo a six-month bridge course after appointment.

During the hearing on August 21, Chhattisgarh sought a response from the state government, banned counseling and issued the final selection list of candidates for Chhattisgarh Assistant Teacher Recruitment.
