Amid controversies over alleged irregularities in the NEET and UGC NET exams, the country’s premier recruitment body Union Public Service Commission (UPSC) has decided to use a facial recognition and artificial intelligence (AI)-based CCTV surveillance system to prevent cheating and fake candidates in its various exams. is The Union Public Service Commission (UPSC) has recently issued a tender inviting bids from experienced public sector undertakings for developing two technological solutions used during the examination process – “Aadhaar card based fingerprint authentication, facial recognition and QR code scanning of e-admit cards. .and artificial intelligence based CCTV surveillance services can be developed.

UPSC is a constitutional body that conducts 14 main examinations including the prestigious Civil Services Examination to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS). UPSC also conducts several recruitment exams and interviews every year for recruitment to Group ‘A’ and Group ‘B’ posts in Central Govt.

“UPSC attaches great importance to conducting its examinations in a free and fair manner,” the tender document dated June 3 said. To achieve these objectives, the Commission is using advanced digital technology to match the biometric details of the candidates and monitor various activities of the candidates during the examination to prevent cheating, forgery, unfair means and acts of taking the examination in lieu of examination. The aim is to strengthen the examination process and eliminate the possibility of malpractices by candidates.


As per the tender document, the selected service provider will use data provided by UPSC for Aadhaar-based fingerprint authentication and facial recognition of candidates during the examination.

The commission said that for facial recognition, two photographs will be matched, one given during online registration and the other taken on the day of the exam.

UPSC said it has decided to implement CCTV/video surveillance with recording and live broadcasting systems to monitor various activities of candidates and other employees deployed in examinations conducted by the Commission at various centers/venues across the country.
