Addressing the annual meeting of the UN General Assembly on the question of ‘equal representation in the Security Council and increasing its membership’, Kamboj said, “As a member of the Global South, we share their collective indignation that it (the Global South) does not have at the highest level on major issues of concern to us”. No voice.” He said 164 member states had joined the appeal for a concrete text as a basis for negotiations on UNSC reform.

Kamboj said such overwhelming support underscored that further delay in reforming the Security Council would worsen its lack of representation. He said that representation is a necessary condition for both legitimacy and effectiveness.

Currently the UNSC has five permanent and 10 non-permanent member states. Non-permanent member states are elected by the United Nations General Assembly for a term of two years each. The five permanent members are Russia, Britain, China, France and the US and these countries can veto any proposal.

Expressing concern, Kamboj said that even 15 years after the start of intergovernmental talks on reforming the UNSC, communication among member states is largely limited to exchanging statements with each other. “No discussion on the text. No deadline and no specific end goal. We come every year, make statements and go back empty-handed,” he said.

On behalf of the Group of Four countries (G4) including Brazil, India, Japan and itself, Germany said the urgency of reform cannot be overstated. The current structure of the Security Council fails to reflect contemporary geopolitical realities and is not effective in addressing current global challenges.

“It is not surprising that, as we have seen time and time again, the Security Council has failed to meet expectations in a timely and effective manner to address some of the most serious threats to international peace and security,” the G4 countries said. to live up to.”
