Under the new reservation rules in Bihar, all departments and recruitment commissions have been instructed to conduct roster clearance before starting the recruitment process. General Administration Department Secretary Sohail has issued instructions in this regard on Wednesday. The department has also made available a 100 point model roster for each. As per the instructions, backlog vacancies and ongoing vacancies will be clearly mentioned separately in the advertisement publication. In the first practice, there is no backlog situation for appointment, so roster clearance will be processed starting from roster point-01.
It is notified that earlier appointed Women Backward Class (WBC) category women employees will be treated in their respective reserved basic categories like Scheduled Caste, Scheduled Tribe, Very Backward Class and Backward Class. Practical difficulties arise in allocating posts to Scheduled Tribes based on the percentage of reservation in the cadre of small institutions. During any roster clearance, if the Scheduled Tribe gets the estimated points (18/84), then the post will be made available to them, as the case may be. The Economically Weaker Section (EWS) will continue to be considered for 10 per cent of the existing vacancies till it gets 10 per cent of the total sanctioned posts.

35 percent horizontal reservation for women
Under 35 per cent horizontal reservation to provide non-reserved, reserved class-wise posts to women, under vertical reservation, non-reserved classes, economically weaker sections, scheduled castes, scheduled tribes, extremely backward classes and backward classes are given advance seats. Posts will be calculated at the rate of 35 per cent for women.
