In Bihar, districts have sent more vacancies for teacher recruitment. Appointments are to be made on the basis of BPSC examination only in the vacancies sent from the districts. A review of vacancies from various districts has revealed irregularities. Madhubani, P.O. More vacancies were sent from many districts including Champaran. The rule of reservation of posts for promotion was also not followed while sending the vacancy. Vacancy report has been called again within 24 hours from all districts including Muzaffarpur. The department has released a new format in this regard and has asked for a report of posts and vacancies based on it.
A vacancy report was sought on June 9. A report was sought on available posts of secondary and higher secondary teachers, reserved posts for promotion and judicial system and updated vacancies. Form-1 called for reports related to secondary teachers and Form-2 called for reports related to higher secondary teachers. Reports in Form-1 and Form-2 were submitted by all the districts. Under total posts available in the district, are the number of posts made available subject wise since year 2006 (excluding posts requested to Bihar Public Service Commission). It is more in many districts.
A review of West Champaran, Katihar, Darbhanga, Saran, Siwan, East Champaran, Madhubani etc. revealed that more vacancy reports have been sent. At the same time, many districts have not left posts for higher secondary teachers and to give 50 percent promotion. In such a situation, a review of the vacancy report sent to all districts including these districts is required. The Director has directed that the revised Form-1 and Form-2 are being sent, in which the vacancies will be sent following these rules and also declaring that the vacancy report sent by them has been duly evaluated.

In the format, total posts available under RMS of the district, posts available under departmental cadre and secondary teacher planning, total posts available, working force under RMSA in the district, total working force in the district, judiciary under RMS in the district etc. is reserved. Number of reserved posts, number of reserved posts in departmental cadre judiciary in the district, total reserved posts in the judiciary, vacancies available under RMS in the district etc.
