In the second phase of Bihar Teacher Recruitment, Bihar Public Service Commission will accept Supreme Court decision on NIOS D.El.Ed degree. BPSC has released the BPSC TRE 2.0 Result Guide on Thursday which contains this information. The guidelines state the conditions on the basis of which the result of Bihar Teacher Recruitment Exam will be declared for 1.22 lakh posts. The paragraph containing the terms and conditions mentions that the Supreme Court order dated November 28, 2023 has recognized the 18-month D.El.Ed course through open and distance mode from the National Institute of Open Schooling. (NIOS) has been cancelled. The Bihar State School Teacher Manual states that the decision of the Education Department on the advice of the National Council for Teacher Education (NCTE) regarding the recognition of any degree shall be final.

The notice further said, ‘However, if any other order of the Supreme Court or a competent court is passed in any other matter related to this, the result thereof shall affect the result of the examination.’

Earlier, the commission had downloaded the admit cards for class 1-5 candidates agreeing to the Supreme Court order. The BPSC said that the degree of D.El.Ed is recognized in the light of the judgment given by the Hon’ble Supreme Court, Delhi. For untrained elementary teachers working before August 10, 2017, their 18-month D.El.Ed degree will be valid.

It may be noted that on November 28, the Supreme Court gave an important decision saying that the 18-month D.El.Ed diploma course of the National Institute of Open Schooling (NIOS) is not equivalent to the 2-year diploma. The apex court said that all the facts show that the 18-month D.El.Ed diploma from NIOS is not recognized by the National Council of Teacher Education (NCTE) as a qualification for teacher recruitment. Due to this court decision, 18 months D.El.Ed diploma holders of NIOS will not be able to participate in the new teacher recruitment process.

The education department has sought the number of BEd qualified teachers among the teachers of classes one to five from the districts. Director of Primary Education Mithilesh Mishra has written a letter to all district education officers regarding this. In light of Patna High Court’s order dated December 6, 2023, the department has sought the above details from the districts. It is known that the Patna High Court on December 6 did not consider the B.Ed degree as valid for primary teachers (classes one to five). The court has said that only D.El.Ed degree is valid for elementary category. The High Court has taken this decision in the light of the order given by the Supreme Court in this case.
