JPSC Result: The Jharkhand High Court has directed the JPSC to declare the revised result for the appointment of Assistant Town Planner. A bench of Justice Sujit Narayan Prasad and Justice Navneet Kumar in its judgment on Saturday directed the JPSC to cancel the candidature of those who do not have the Institute of Town Planners of India till the last date of submission of applications (10.8. 2020). There was no certificate. Applications of 186 candidates called for interview who do not have certificates and appeared for interview have also been instructed to cancel their applications. The court has asked to form a revised new panel and declare the result of the remaining candidates with certificates till the last date of application. The court has given JPSC two months time to declare the revised result.
In this regard, Vivek Harshit, Swapnil Mayuresh and others filed a petition in the Division Bench challenging the Single Bench order. The application stated that 26 such candidates have passed the examination for the appointment of Assistant Town Planner who did not have the registration certificate of the Town Planner Institute till the last date of application. In the advertisement, only those who have the certificate till the last date of application are eligible to apply. But in the result declared by JPSC there are 26 people without certificate. JPSC cannot add any new conditions in the middle of the appointment process. In such a situation their candidature is not valid and should be cancelled.
Let us tell you that in April 2020, JPSC released the advertisement for 77 posts of Assistant Town Planner across the state. After completing the entire process in March 2021, JPSC declared the result and sent recommendation for appointment of 43 successful candidates to the government. Out of which 26 candidates were not having Institute of Town Planners (India) certificate till the last date of form filling. JPSC called 318 candidates for interview, out of which 186 candidates did not have Institute of Town Planner (India) certificate form till last date of filling 10th August 2020. The matter had earlier gone to a single bench. The single bench dismissed the petition holding that the decision of the JPSC was correct. After this an appeal petition was filed in the Division Bench.
A division bench headed by Justice Sujit Narayan Prasad of the High Court had earlier reserved judgment in the case after hearing all the parties. Senior Advocate Ajit Kumar, Amritansh Vats, Advocate Siddharth Ranjan, Shipra Shalini appeared on behalf of the appellant, while Advocate Sanjay Piperwal, Prince Kumar appeared on behalf of the JPSC.
