PM Modi to attend UN climate talks in UAE: Sources

The World Climate Action Summit, to be held from 1 to 2 December, will bring together governments, civil society, business, youth, various organizations and communities, heads of science and other sectors to discuss measures and plans aimed at scaling up climate action.

Modi constantly emphasizes the ‘lifestyle for the environment’ (LIFE movement) and urges countries to adopt a planet-friendly lifestyle and shun deep consumerist behaviour.

Recognizing the importance of this decade (2021-2030) for climate action, there are calls to rebalance consumption patterns between the global North and South.

Differences in emissions and contributions to global warming are evident across countries. For example, the US, with only 4 percent of the current global population, contributed 17 percent of global emissions between 1850 and 2021. In contrast, India, which represents 18 percent of the world’s population, has contributed only 5 percent of greenhouse gas emissions to date.

According to Oxfam International, a group of independent aid organizations, the world’s richest 10 percent were responsible for nearly half of global emissions in 2015. PM Modi participated in the Glasgow Climate Talks in 2021 and announced India’s strategy to tackle climate change.

In August last year, India put forward a Nationally Determined Contribution or National Action Plan to achieve the targets set in the 2015 Paris Agreement, specifically setting a target to limit global warming below 2 degrees Celsius and around 1.5 degrees Celsius.

India’s updated Nationally Determined Contribution (NDC) targets are to reduce the emissions intensity of GDP by 45 percent from 2005 levels by 2030 and to achieve 50 percent cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030.

Union Environment Minister Bhupendra Yadav will also participate in high-level events and roundtable meetings of the 28th session of the annual Climate Talks (COP28) on climate targets, emission reduction, adaptation to climate impacts and financing the transition to a green economy with inclusion. is

COP28, to be held from November 30 to December 12 in Dubai, United Arab Emirates, will conclude the first ‘Global Stocktake’, a periodic review of collective progress towards meeting the goals of the Paris Agreement.

This assessment will shape the next Climate Action Plan, or NDC, until 2025. A climate conference could lead to intense dialogue on how the Fund should work to provide financial support to developing and poor countries for climate impacts. Also, funding for adaptation may be discussed.

Some countries, notably the European Union, may push for a global agreement at COP28 to phase out fossil fuels. Global emissions need to fall 43 percent below 2019 levels by 2030 to avoid the worst effects of climate change, which are mostly caused by GHG emissions from burning fossil fuels.
