MBBS: CCSU gave a clean chit to two employees in the MBBS copy changing game.

Chaudhary Charan Singh University has given a clean chit to two employees in March 2018 allegedly in MBBS copy tampering game. The inquiry committee did not find any evidence against these two employees. Both these employees were suspended after this disclosure. Even the government-level SIT could not reach any concrete result in the entire matter in five and a half years. However, the SIT held the then three officers guilty of negligence. The SIT has also sought permission to prosecute the case.

The report of the inquiry committee constituted by the university was presented in the Executive Council meeting chaired by Vice-Chancellor Prof. Sangeeta Shukla on Monday. Pawan Kumar and Salesh Chand have been declared innocent in the report. The committee admitted that there was no evidence against these two employees for altering the copy. Pawan Kumar was in charge of answer sheet section in 2018. It was only after the incident that the university suspended the accused permanent employees, while the temporary employees were removed from their jobs. Names of retired employees were also in the game for changing copies. The university constituted a special committee on August 26, 2019, to probe the involvement of Pawan Kumar and Salek Chand in the case.

Big claims made, nothing proved
While arresting the prime accused Kaviraj in March 2018, the STF had claimed that he had played a copy-changing game after the MBBS examination at the CCSU campus. The allegation was that Kaviraj, along with the answer book department staff, was procuring copies written from outside and altering them. In the case, the STF also claimed to have seized some copies and alleged that Rs 1.5 to 2 lakh per student was charged for the same. In the case, the STF searched university records for months and claimed that Kaviraj and the accused employees had fraudulently prepared doctors by altering more than eight hundred copies.

The names of students of Muzaffarnagar’s medical college were linked to the case and its links to Haryana. The STF arrested the accused students, employees and doctors and sent them to jail. Later, on the recommendation of the university, the government handed over the probe to the SIT. The SIT interrogated 37 employees. Three officers were eventually found guilty of negligence. However, till date it has not been confirmed whether the copy was allegedly changed in MBBS or not. If the copies are changed, who is the real culprit? In 2018, the SIT did not even touch the officers and employees who were directly involved in checking the copies. The arrested accused also revealed their names during police interrogation. The court has granted bail to Kaviraj long ago.
