7th Pay Commission Latest: There is big news for central employees. The Central Government has relaxed the Leave Travel Concession (LTC) rules for its employees. A memorandum in this regard has been issued by the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training (DoPT). Let’s find out what is said in the memorandum regarding LTC.
what has changed
In fact, the government has allowed compensation claims to be accepted without reference to the DoPT. However, there are some conditions involved. The first condition is if no advance is withdrawn for six months. If the advance is withdrawn, it is for three months and the entire amount has to be repaid within three months.
These conditions apply when a Central Government employee faces challenges in submitting a claim within the time limit prescribed under Rules 14 and 15 of the CCS(LTC) Rules, 1988 due to circumstances beyond his control. The Ministry said that these instructions have been issued with the concurrence of the Department of Expenditure and will be effective from the date of issue of this Office Memorandum. As per the memorandum, Ministries or Departments or attached offices or subordinate offices are requested to keep these instructions in mind while processing billed LTC claims.
What about travel agents?
Further, when central government employees book flight tickets through authorized travel agents such as Balmer Lowry & Company Limited, Ashok Travels & Tours and Indian Railway Catering & Tourism Corporation Limited, these agents are given flight details at cheaper fares. Booking of air tickets for the purpose of LTC on the websites of these three authorized travel agents will itself prove that the ticket booked by the individual government employee was the cheapest fare under the guidelines.
